Mystery rise in rail freight costs - any thoughts?

CILT from the CILT has been updated recently to reflect the latest government figures - the indices table is here: http://www.ciltuk.org.uk/download/indicestableq1.pdf

One of the things that came to light from the latest figures is a mystery increase in rail freight costs - you can read the rail freight report here: http://www.ciltuk.org.uk/download/q12008freight.pdf

If you've got any thoughts on what has caused the rise, please post your thoughts on this discussion thread - it would be good to hear other people's thoughts.

It is likely that the % of fuel in the two costs are very different therefore if the major increasse has been fuel it would move the Rail Index faster.

Alternative scenario: there are few rail train paths available for freight: road freight more expensive, move to rail, fill the slots therefore we will raise our prices!

Any better thoughts
