Alternatives to the Manchester congestion charge
An alternative to the congestion charge in Manchester and in other cities is a combination of lower and well enforced speed limits; parking controls, especially over private non-residential off- street parking; reallocation of road space away from cars, other measures to encourage walking and cycling. At the national level , a simple system of road pricing for lorries with the charge per mile related only to the physical characteristics of the vehicle would also help.
